these pirates where Local Fishers,and they conferted Pirates after they face two Big-problems1:Some developed countries was Dumping Nuclear waste2:Illegal fishing,these illegal fishing where using power they destroyed thier fishing Boats and fishing Nets.Then the fishing community decided to do something about that becasue they dont have strong goverment to Protect them and life was not possible for themwithout doing anything.And now the Piracy Become big business and attracted the international Community
